Clean Water Act
The federal statute governing discharges to surface waters, administered largely through NPDES permits and Section 404.
The Act regulates what goes into waters of the United States. Point-source discharges require NPDES permits; filling wetlands requires Section 404 authorization. Both carry monitoring, reporting and enforcement exposure.
For a facility, the Act shapes both the discharge side of the water balance and, through Section 404, the buildable footprint itself.
