Significant noncompliance
Also called: SNC
An EPA designation for facilities with serious or chronic violations of their permit conditions.
SNC is the flag EPA applies when violations exceed severity or frequency thresholds. It typically precedes formal enforcement and is visible in the public compliance record well before any penalty.
A facility in significant noncompliance upstream of a proposed intake is a due-diligence finding, not a footnote — both for water quality and for what it suggests about how the reach is regulated in practice.
