Why renewable energy siting goes wrong today
Linear projects fail on the constraint nobody mapped: a wetland crossing, a critical habitat unit, a GAP 1 boundary, or a water supply that is legally unavailable. Each of those is public information, and none of it is in the same place.

Establish the grid picture
Transmission by voltage class, substations by max voltage, and generating plants by fuel and capacity define where a project can deliver and where the network is already congested.

Overlay the constraint set
Critical habitat, NWI wetlands, PAD-US protected areas and EPA-permitted dischargers together produce the practical permitting map, and it is usually very different from the one a desktop review produces.

Confirm the water
Water rights, basins, gauges and regulatory overlays answer whether construction and operating water exists and who holds it — for thermal generation this is a gating question, not a detail.

Check the subsurface tenure
Oil and gas leases and BLM claims reveal who already holds rights beneath the route, which is where right-of-way negotiations get complicated.
