Right-of-way
Also called: ROW
The legal authorization to cross land with linear infrastructure such as a transmission line, pipeline or fiber route.
On private land a right-of-way is an easement negotiated with each owner. On federal land it is an authorization granted by the managing agency, with environmental review attached.
Linear projects cross many ownerships, and a single holdout or a single protected crossing can reroute or stall the whole corridor. Route screening against ownership and protection layers is the cheapest schedule insurance available.
