The unit of transmission voltage — higher kV lines carry more power further with lower losses.
Western transmission commonly runs at 69, 115, 138, 230, 345 and 500 kV. The threshold that matters for a large load is whether nearby infrastructure is transmission-class or distribution-class, because a distribution line simply cannot serve a hundred-megawatt facility.
As a rough screen, 230 kV and above is what a large industrial or data center load looks for; below 115 kV the site is generally a candidate for a smaller load or a substantial network upgrade.
