Dark fiber
Installed but unlit fiber strands leased to a customer who provides their own optical equipment.
Leasing dark fiber gives a tenant full control over capacity and protocol and generally better economics at scale, at the cost of owning the optical equipment and the operational responsibility.
Availability of dark fiber on a route is a different question from whether an area has broadband service, and it is the question that matters for a facility moving large volumes of data.
