Site selection
The structured process of screening, ranking and validating candidate locations against a defined set of constraints.
Done well, site selection is a funnel: screen a large region on hard disqualifiers, rank survivors on weighted criteria, then validate a short list with fieldwork and engineering. Done badly, it starts with a shortlist someone already liked.
The order matters more than the analysis. Screening on the constraints that disqualify — water availability, interconnection, protected designations — before the ones that merely differentiate is what keeps evaluation budget from being spent on sites that were never viable.
