Point of diversion
Also called: POD
The specific location where water is physically removed from its source under a water right.
The point of diversion is a fixed, mapped location — a headgate, a well, a pump station — and it is part of the right's legal definition. Moving it generally requires a change application and a showing that other users are not injured.
For analysis, the POD is what makes a water right a spatial object. It is the coordinate that lets you ask which rights sit upstream of an intake, which sit within a radius of a candidate site, and how the seniority stack on a given reach is ordered.
